91.9% of Registered SDVOSB Firms Have Zero Federal Sales – Here is the GSA Fix

A forensic look at 2025 federal procurement data across USAspending, the Dynamic Small Business Search (DSBS), and GSA eLibrary reveals a stark reality:

  • The Total Pool: Across roughly 37,600 registered SDVOSB firms, average annual federal revenue sits at $619,000.
  • The Earning Cohort: Across the ~4,000 SDVOSBs actually winning prime federal work, average revenue jumps to $5,890,000.

Over 33,000 veteran-owned businesses are effectively locked out of federal revenue. The differentiator isn't their past performance, their military service, or their NAICS codes.

The GSA Schedule Multiplier

Federal Contracting Officers face immense pressure to hit their 5% statutory SDVOSB contracting goals, but they rarely use open-market FAR Part 15 solicitations to do it. Open-market bids take 6–9 months and invite bid protests.

Instead, contracting officers issue set-aside orders through GSA Multiple Award Schedules (MAS) under FAR 8.4, where competition is streamlined and awards happen in weeks.

If you don't hold a Schedule, Contracting Officers cannot easily buy from you.

Where the Vehicle Is Mandatory: By Industry

In fields like Facilities Support or Civil Engineering, local open-market commercial set-asides still occur. But in service and knowledge-based sectors, operating without a GSA Schedule is almost an automatic zero:

The Strategic Takeaway

A VetCert SDVOSB designation is an eligibility badge; a GSA Schedule is an acquisition license. Without the vehicle, your certification sits on a shelf.

If your firm has at least two years of corporate financial history and commercial past performance, schedule an introductory GSA Readiness Review with our contract specialists. We will evaluate your NAICS codes, past performance, and agency targets to determine whether your business qualifies for a Multiple Award Schedule.
